In his opening keynote speech, Dmitry Medvedev said the Moscow airport bombers wanted to intimidate Russia - but had once again failed. It's the first time Russia has been represented at the forum by its leader, although the visit will be shorter than planned due to Monday's attack on Domodedovo airport.
