NATO needs the approval of all 28 of its members to do that, and Turkey had set conditions that were a stumbling block.
This comes as coalition forces have launched airstrikes on the country for almost a week, with explosions and gunfire shaking Tripoli and other Libyan cities. Fighting between Colonel Gaddafi's troops and the opposition is intensifying in the west of the country.
