If you want to look up at the stars - one of the best places you can go is Chile. It's high altitude and dry atmosphere make it the perfect vantage point for astronomers. Now - work is underway on a new telescope - the biggest ever made - that will bring the unknown closer than it's ever been. The BBC's Tim Allman reports.
