It's no secret, Commissions of Enquiry in the past have led to very little or no change in the matters that were investigated.
That's according to political Analyst Dr. Winford James.
However, Dr. James is somewhat optimistic the Commission of Enquiry into the Paria Diving Tragedy will be different.
He's commending the government for moving quickly to announce a Commission after scrapping the investigative committee.
