Last year during the Gujarat elections, Modi flew to the state. He inaugurated the Sardar Sarovar dam, saying it would hold water for four years. But residents are saying the dam has run out of water after just four months. The water level in the Sardar Sarovar reservoir fell to 106 metres, and this year was rain deficient. Farmers and fisherman are struggling with the water shortage, and with pollution being leaked into the Sabarmati river, in Ahmedabad. Some farmers say they wish the government hadn't set up the dam system.
