Army chief General Dalbir Singh said on Tuesday that threats and challenges to India are growing because of an "active border".
The Army chief also said that Pakistan is supporting a proxy war in Jammu and Kashmir despite suffering casualties in its own country.
"Recent terror attacks in J&K show Pakistan's desperation," the Army chief added.
