The fatal shooting took place following a chase by police officers of a stolen car in which the victim unarmed black teen Paul O'Neal was travelling.
The actual moment at which O'Neal was shot in the back is not recorded, there is no video recording of the moment the officer who shot O'Neal opened fire.
The footage, which was released by a police oversight board established in the wake of several controversial police shootings in Chicago.
