Florida Governor Rick Scott warns residents that Hurricane Matthew "still has time to make a direct hit", after citing the damage already caused by the storm, including massive state-wide power outages. The hurricane was downgraded to a Category Three storm as it churns just off Florida's coast after wreaking havoc in the Caribbean.
