How would Duterte, Binay solve rice cartels, farmers’ problems?

Mayor Rodrigo Duterte says he will identify and arrest members of rice cartels within three days in office. He also vows to arrest ‘5-6’ lenders and tell LandBank to lend to farmers. Vice President Binay says he will solve the problems of farmers.
