Hungarian Prime Minister Viktor Orban is no stranger to controversy. From his less than subtle views on subjects ranging from immigration to the homeless, he has been on the receiving end of a fair share of finger pointing. But even he was probably not expecting to be welcomed as "the dictator" by European Commission President Jean-Claude Juncker at the Eastern Partnership summit in Riga, Latvia.
