In Quito, President Rafael Correa spoke at a ceremony marking the 8th anniversary of the Union of South American Nations (UNASUR). He stated that a change in power relations is happening on the continent and that the "Washington consensus" has been destroyed and the forging of a true Latin American consensus is underway. UNASUR celebrated its anniversary by setting up a regional defense school near their new headquarters just south of Quito, exactly on the Equator, and also opened a library on the same site dedicated to the history of South America. teleSUR
